CA-USA seeks an experienced public financial management (PFM) expert knowledgeable in health financing mechanisms, risk pooling through health insurance and other financial protection mechanisms for an anticipated project. This will be a long-term position.
The PFM Advisor will provide primary management for the technical strategy and implementation of public financial management activities. The PFM Advisor will serve as part of the senior management team to inform and lead strategic program management in coordination with Project Director/Chief of Party (COP) and home office support. Provide technical leadership, overall project management, and quality assurance for public financial management interventions in coordination with the Project Director/COP, partners, and short-term technical experts;
Ensure productive working relationships between private and public entities, specifically establishing close working relationships with Ministry of Health and Ministry of Finance counterparts at the national and sub-national level;
Provide training and capacity building to promote an improved understanding of financial and planning processes across counterparts;
Coordinate with the Monitoring and Evaluation (M&E) Advisor and team to conduct PFM assessments and track progress through implementation;
Direct capacity building for the increased use of electronic PFM systems;
Provide technical supervision and mentorship to staff and partners; and
Other duties as assigned.
