Bart & Associates (B&A) is currently seeking a Program Analyst to join our team in on a Federal project in Washington, DC!


We are seeking an experienced Program Analyst to support senior leadership in the coordination and synchronization of on-going work. This role requires an individual with the ability to quickly gain a comprehensive understanding of the missions of our U.S. Government clients, the roles and responsibilities of our client’s inter-agency partners, and the operational environments of the Federal, State, Local, Tribal, and Territorial (FSLT&T) Government law enforcement personnel and other first responders who carry out the missions.



  • Evaluating government programs and their linkages to supporting policy and authorities.
  • Evaluating organizational missions and policies to determine capability requirements and gaps.
  • Preparing presentations and reports on program status, path forward and risks.
  • Working with Federal, State & Local stakeholders to identify and track program related issues.
  • Briefing senior government program managers on the status, path forward and risks of their programs as identified by the stakeholder.
  • Supporting the day-to-day activities of senior government program managers.
  • Participating and/or presenting briefings at meetings, workshops, and conferences as assigned.
  • Tracking action items assigned by the Executive Secretary, by the Joint Requirements Oversight Council, and by other cognizant organizations.  Taking personal responsibility for ensuring that assigned action items are properly staffed, vetted and completed on time.



  • Minimum of five (5) years of work related experience and a Bachelor’s degree.
  • Experience working closely with program managers to ensure that their programs will meet the requirements of acquisition gate reviews.
  • Experience working as a systems engineer developing program and system requirements, to include writing high-quality professional reports, examples of which might include: Analysis of Alternatives, Mission Needs Statements, Concepts of Operations, and Operational Requirements Documents.
  • Understanding of working issues related to Rad/Nuc. Chemical, and/or Biological threats, defenses, countermeasures, and/or terrorism.
  • Strong interpersonal, oral and written communications skills are a must.  Strong writing skills a must.
  • Ability to organize multiple tasks and prioritize assignments.
  • Proficient in Microsoft Office programs (Access, Project, Visio, Word, Excel, PowerPoint, and Outlook).
  • An active Secret security clearance is REQUIRED.
  • Ability to obtain a favorable DHS suitability determination.



  • Experience performing program analysis.
  • Experience working on issues related to biological threats, defenses, countermeasures, and/or terrorism.
  • Experience working with senior program managers on complex issues related to real world operational environments.
  • Experience working with a wide spectrum of Federal, State, Local, Tribal, and Territorial Government stakeholders.
