Position Title:  Production Control Clerk (PCC)

BAZAI has an immediate need for a Production Control Clerk in the Tracing Operations and Records Management (TORM) Branch of our contract with the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) in Martinsburg, WV.  This is a full-time, non-exempt position which falls under the guidelines of the Service Contract Act.  The selected applicant will be assigned to an 8-hour work schedule between the core hours of 7:30 AM - 5:00 PM, Monday-Friday.

The eligibility req uirement of three months in current position will apply for internal applicants.  

Position Overview

ATF is a unique law enforcement agency in the United State Department of Justice that protects our communities from violent criminals, criminal organizations, the illegal use and trafficking of firearms, the illegal use and storage of explosives, acts of arson and bombings, acts of terrorism, and the illegal diversion of alcohol and tobacco products. We collaborate with communities, industries, law enforcement, and public safety agencies to safeguard the public we serve through information sharing, training, search and use of technology.

The mission of the National Tracing Center Division is to accurately and efficiently conduct firearms tracing and associated programs and processes for International, Federal, State and local law enforcement agencies to provide investigative leads. The NTC has three branches: Firearms Tracing Branch, Law Enforcement Support Branch, and Tracing Operations and Records Management Branch.

The mission of the Tracing Operations and Records Management (TORM) Branch is to acquire and maintain firearms industry records to support the firearms tracing process and provide investigative leads. 

The Production Control Clerk (PCC) has responsibilities in the TORM contract teams by performing tasks related to production and quality management.  Primary duties will be to monitor, report, and make logistical suggestions pertaining to the movement of electronic and paper FFL/FEL records in the NTC Out-of-Business Record Repository (OBRR) from receipt to destruction staging cycles. This position is expected to maintain, publish, and distribute reports deemed useful to the management team.  The PCC will also provide services to all TORM teams by compiling production data, reviewing and auditing process workflows, monitoring team performance, identifying risks and trends, and forecasting performance to support the management team.

Position Duties

This position compiles and records production data for industrial establishments to compare records and reports on volume of production, consumption of material, quality control, and other aspects of production. May perform any combination of the following duties: compile and record production data from customer orders, work tickets, product specifications, and individual worker production sheets following prescribed recording procedures and using different word processing techniques. This Clerk calculates such factors as types and quantities of items produced, materials used, amount of scrap, frequency of defects, and worker and department production rates, using a computer, calculator, and/or spreadsheets. Additional tasks include: writing production reports based on data compiled, tabulated and computed, following prescribed formats, maintaining files of documents used and prepared, compiling detailed production sheets or work tickets for use by production workers as guides in assembly or manufacture of products. This Clerk prepares written work schedules based on established guidelines and priorities, compiles material inventory records and prepares requisitions for procurement of materials and supplies charts production using chart, graph, or pegboard based on statistics compiled for reference by production and management personnel. This Clerk also sorts and distributes work tickets or material and may compute wages from employee time cards and post wage data on records used for preparation of payroll. [1]

Below are some examples of support duties performed by the PCC:

  • Acts as Contract Management’s primary Point of Contact (POC) regarding logistical planning in the NTC Warehouse and OBR Processing workload priorities.
  • Utilizes Microsoft Office Suite (including Microsoft Power BI) to record and compile production data for record comparison by Managers.
  • Generates reports on production volume, quality control, productivity, and other aspects of production.
  • Coordinates and expedites the workflow of materials between and within departments according to production schedules.
  • Identifies quality deficiencies and reports data to Managers and Supervisors to identify staff who require further training.
  • Maintains and analyzes team performance and process workflows; makes recommendations for improvement.
  • Creates quality reports, performs analysis, reviews trends, and escalates issues.
  • Creates ad hoc reports as requested.
  • Participates in ISO compliance steps to include auditing processes and updating or documenting standard operating procedures for TORM areas.
  • Completes other duties as requested by contract management.
  • May be required to perform Team Lead duties such as assisting with managing work assignments of same or lower level staff; compiling, analyzing and presenting workload statistics for the team; identifying team performance issues; and providing refresher training and job aids to improve team performance, productivity and quality.

  • Ability to work with minimal supervision, perform tasks in a timely and efficient manner while following policies and procedures
  • Experience in performing work with a strong sense of attention to detail and accuracy
  • Efficient time management skills to complete the actions within acceptable service and accuracy levels
  • Ability to employ fact finding and investigative techniques to gather and review information
  • Proficient computer skills including accurate use of keyboard; intermediate skills with various computer programs and databases used in the work processes including, but not limited to, eTowrs, FTS, FLS, FID, ECM, and Microsoft Office Suite; and utilizing web browsers to conduct advanced research
  • Ability to identify and report potential problems to appropriate levels of management and to seek resolution assistance
  • Knowledge of ATF’s mission and approved processes, including but not limited to, familiarity with firearm serialization including manufacturer, caliber, type and model
  • Ability to apply expert judgment in selecting, applying and adapting appropriate work related material in all formats that follow a broad range of principles, concepts and practices. May include the ability to recognize patterns to make independent decisions about when to move from one search technique to another or from one dataset to another, and to interpret and select information to be prepped, imaged or entered from the variety of sources
  • Ability to work as a team player

  • Ability to perform frequent and repetitive motions using fingers, hands, wrists and armsAbility to occasionally lift up to 40 pounds

Education & Specialized Experience

  • College degree, or high school diploma /GED plus 4 years of relevant experience, preferred
  • Minimum of 1 year of experience as a Warehouse Specialist (WHS) or higher preferred; 3 years of service on the ATF contract is also preferred
  • Minimum of 1 year in OBR Processing and other TORM teams preferred
  • Three months in current position is required; six month of data entry experience is preferred
  • Some previous management and/or leadership experience is preferred
  • Knowledgeable with firearm and federal license regulations including, but not limited to, The Gun Control Act of 1968 (GCA), Stolen Firearms Federal Regulations, The Brady Bill and The National Firearms Act (NFA)
  • Some telephonic customer service skills preferred including, but not limited to, ability to fax, scan, file and distribute incoming documents, excellent telephone etiquette to include answering in-coming calls and placing out-going calls as well as resolving the call to include, but  not limited to, taking messages, transferring the caller to voice mail or transferring the caller.
  • Passing test score if typing test was required in previous position
