WSP is currently seeking a Senior Inspector to join our Transportation department, located at our Thornhill Office and various offices in the GTA and Southern Ontario.  Reporting to the Contract Administrator/Assistant Contract Administrator this position will be responsible to perform all inspection; monitoring and survey tasks required to accurately record and inspect all contractor activities. The Senior Inspector should be multi-disciplined in the fields of Grading, Asphalt, Electrical, Structural and/or Office Administration roles. 


  • Inspection of complex highway construction contracts as per MTO Construction Administration Inspection Task Manual (CAITM);
  • Work in field offices, calculating quantities, help preparing monthly payments, finalization of contract items and perform general office work;
  • Perform and/or inspect quality assurance (QA) acceptance on grading, concrete, asphalt, electrical and granular;
  • Carry out all senior-level survey work required and calculate quantities by horizontal and vertical methods of measurement, for accuracy and contractor payment;
  • Maintain detailed daily diaries of contractor’s work, contract progress and inspection milestones using the Ministry of Transportation’s Web Based Contract Management System (WBCMS)
  • Monitoring various weigh scales for accuracy;
  • Ensure approved construction materials are used and acquired from approved sources and a record is kept of such materials;
  • Ensure inspection tasks are completed and recorded in a prompt and accurate manner;
  • Recognize when extra work needs to be done and report to the Contract Administrator;
  • Identification, documentation and assessment for rating of deficiencies (deviations from Contractor’s Quality Control Process and or OPSS standards) in the contractor’s work;
  • Review test results and calculate Penalty/Bonus for payment or ensure remedial action occurs;
  • Monitor contractor’s adherence to all contract requirements, as per Contract Administrator’s direction; e.g. legal, environmental, construction standards, protection of wildlife, etc.;
  • Monitor contractor’s adherence to the Occupational Health and Safety Act, WHIMIS, Environmental Act, Transportation of Dangerous Goods and Waste Management regulations in a manner consistent with the contract.
  • Lead, assist and mentor junior staff, including Junior Inspectors and students.
  • Be a company representative and act on behalf of the company;
  • Travel and work on contracts throughout Ontario for lengthy periods at a time;
  • Other duties as assigned.



  • Must be certified by OACETT and possess the Road Construction Senior Inspector (rcsi) designation; or be registered with P.E.O. as either an Engineer-in-Training or as a P.Eng.
  • Have experience inspecting a minimum of three (3) MTO or municipal projects, with a minimum of three (3) years of inspection experience;
  • Shall have sound knowledge of design standards, specifications, and materials associated with construction, Laws and Regulations including Environmental, Occupational Health & Safety requirements and their application in construction contracts;
  • Good familiarity with MTO contract documents, specifications, standards, manufacturer’s material specifications, C.S.A. standards and special provisions;
  • Experience utilizing Computer software (including MTO’s Web Based Contract Management System) and relevant programs such as HDS/InRoads, MS Word, Excel, Project and Access to calculate payment and test results is an asset;
  • Ability to communicate effectively both orally and in writing;
  • Ability to organize, prioritize and schedule inspection work;
  • Valid Ontario driver’s license with an acceptable driving record.
