WSP is currently seeking a Construction Engineer to add to our Rail Infrastructure team.  You will work from a dedicated project site in the Greater Toronto Area.  Working under the general direction of an on-site manager and in accordance with established construction engineering practices, standards, building codes and other government legislation, the Construction Engineer is responsible for providing various technical, analytical, administrative, financial, and field functions to ensure the effective administration of construction contracts.  Plans and organizes daily work and priorities in order to meet established schedules.  
 

RESPONSIBILITIES

  • Interpreting the contract documents to ensure that the work is completed as specified;
  • Providing expertise in Construction practices used for capital works projects;
  • Inspecting the work, material and methods to ensure that the requirements of the contract documents are met in a safe quality manner;
  • Attending and chairing regular progress review meetings with the Contractor and preparing meeting minutes
  • Convening special meetings with the Contractor and/or Designer and/or End User to resolve problems/issues,
  • Attending regular progress review meetings with the Contractor and preparing meeting minutes
  • Convening special meetings with the Contractor and/or Designer and/or End User to resolve problems/issues,
  • Reviewing correspondence from the Contractor and preparing draft response for the Resident Superintendent;
  • Reviewing, analyzing, and commenting on Contractor submissions on material, claims, delays, change orders and payments.  Monitors the timeliness of the submissions to ensure that the work is not delayed by late submissions and approvals;
  • Receiving, analyzing and recommending for approval Contractor Target Schedules.  Review, analyze and compare Monthly Schedule Updates to ensure that they comply with the approved Target Schedules, reflect the actual progress to date and that they are a realistic plan for the completion of the work within the contractual time constraints as specified in the contract documents;
  • Preparing various daily, monthly and other site reports including the Monthly Contract Progress Report;
  • Preparing site memorandums and correspondence for signature;
  • Preparing and estimating Change Order Initiations, Change Directives, etc.;
  • Analyzing and monitoring construction contract progress;
  • Preparing financial reports on the progress of contracts, change orders and payments;
  • Provide guidance and instruction to a new incumbent, as required.  Provides advice and interpretation of contact specifications to Contractors’ staff;
  • Other duties as assigned/required.
 

QUALIFICATIONS

  • Bachelor degree in engineering or related discipline;
  • Must be P.Eng or eligible for registration in Ontario;
  • Requires 5 – 10 years of relevant experience;
  • Requires a sound knowledge of construction management practices and principles, construction techniques and practices, including familiarity with construction laws, contract administration, contract inspection and claims management;
  • Must have a strong knowledge of, and experience in specialized construction scheduling methods and analysis;
  • Must possess sound judgement; good organizational, administrative, interpersonal, verbal communication, and technical report writing skills as well as excellent analytical and problem-solving skills;
  • Must display tact and diplomacy to motivate and work with Contractors, Designers, End-Users, and fellow construction inspection staff;
  • Highly developed computer skills in spreadsheets and scheduling programs and word processing programs;
  • Above abilities are usually gained through formal civil engineering training at a recognized University combined with several years of experience in the inspection and administration of medium to heavy construction projects in an urban environment.  Formal training in other professional disciplines combined with appropriate work experience will also be considered;
  • Must be able to deal/interface with Contractors’ staff, Municipality staff, and various Commission employees in order to resolve conflict;
  • External contacts include contractors’ staff, consultant staff and representatives from municipal agencies and utilities and involve the discussion of change orders, claims, design issues, etc.  These contacts will require a level of tact and diplomacy;
  • A valid drivers licence for the Province of Ontario.
