This position is contingent on contract award.

 

Summary of Program/Project:

These services will support new and existing Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4-ISR) technology-weapons systems and Department of Defense (DoD) 8570.01-M Information Assurance and Workforce Improvement Program requirements which are used to identify certifications for Army positions supporting the DoD network. In addition, services will support Commercial-Off-The-Shelf (COTS) equipment and capabilities to include the provision for logistical and administrative support at the sites. Personnel shall develop and conduct training for military units and government agencies located in CONUS/OCONUS In Accordance With (IAW) all applicable regulations and commercial best practices.

The RSTS sites, under the direction of the RSTS Directorate, have now established many standardized and information sharing processes. These items include an RSTS website, RSTS course catalog, Army Training Resources and Requirements (ATRRS) code structure, 114 courses (59 base course with 65 course length variations of the base courses), procurement procedures, training request process, a Standard Operating Procedure, course scheduling and student tracking procedures, course pass rate and student load tracking, and commercial training product awareness.

 

Position Description (Duties and Responsibilities):

 

Serves as the Budget Analyst to track and process the enterprise’s financial activities in coordination with HQ RSTS staff and Site Managers.  Duties will include but not be limited to:

  • Report on Sub-Line Item Numbers (SLINs) funding balances.
  • Track and report on labor and non-labor costs.
  • Coordinate budget information.
  • Track and reporting fund status transfers. 
  • Coordinate with the vendor to provide Rough Orders of Magnitude (ROM) cost estimates.
  • Validate contract costs on Army Support Agreement forms.
  • Analyze cost and spending projections.
  • Provide a simplified, consolidated, monthly, financial rollup report to the COR that ensures the program is operating within budget.

 

Minimum Requirements:

  • Possess at least seven (7) years or more experience in accounting, finance, business, or economics.  A Bachelor’s degree in accounting, finance, or economics will be accepted as a substitute for the 7 years of experience but it does not waive the other experience requirements listed below.

 

  • Possess in-depth knowledge of organization financial management, cost estimates.

 

  • Capable of working independently and with minimal guidance in a rapidly changing environment.

 

  • Possess experience coordinating funding with government and contracted businesses.

 

  • Possess excellent communication skills.

 

  • Possess experience with DoD/Army plans, policies, standards, and methods aimed at the funding military requirements.

 

  • Possess experience operating within the confines of a government contracted funding requirement.

 

  • Possess the skills necessary to simultaneously track the budgeting status of multiple organizations and estimate future financial needs.

 

 

 

Security Clearance Requirement:

 

  • Active DoD Secret clearance.

 

Education: Bachelor’s degree in accounting, finance, or economics.
