Summary of Program/Project:

These services will support new and existing Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4-ISR) technology-weapons systems and Department of Defense (DoD) 8570.01-M Information Assurance and Workforce Improvement Program requirements which are used to identify certifications for Army positions supporting the DoD network. In addition, services will support Commercial-Off-The-Shelf (COTS) equipment and capabilities to include the provision for logistical and administrative support at the sites. Personnel shall develop and conduct training for military units and government agencies located in CONUS/OCONUS In Accordance With (IAW) all applicable regulations and commercial best practices.

The RSTS sites, under the direction of the RSTS Directorate, have now established many standardized and information sharing processes. These items include an RSTS website, RSTS course catalog, Army Training Resources and Requirements (ATRRS) code structure, 114 courses (59 base course with 65 course length variations of the base courses), procurement procedures, training request process, a Standard Operating Procedure, course scheduling and student tracking procedures, course pass rate and student load tracking, and commercial training product awareness.

 

Position Description (Duties and Responsibilities):

Serves as the Program Manager for a large, complex task order (or a group of task orders affecting the same system). Responsible for the overall management of the specific task order(s) and ensuring that the technical solutions and schedules in the task order are implemented in a timely manner.  Duties will include but not be limited to:

 

  • Developing, maintaining and meeting schedule milestones, managing risks, identifying and resolving problems, keeping the Program Management Office informed of status and issues, and managing the Contractor staff.
  • Provide the planning, direction, coordination, and control necessary for effective and efficient accomplishment of all contractual requirements.
  • Verify and validate the level of effort and deliverables for each task, on the monthly status report, and Project Plan.
  • Include productivity and management methods such as Quality Assurance, Progress/status reporting, and Project Reviews. 
  • Assist and support the strategic technical direction and implementation of the project’s strategic roadmap.
  • Prepare and present status reports, In Process Reviews, briefings and presentations to senior leadership

 

 

Minimum Requirements:

 

  • Candidate must be able to demonstrate DoD project management experience and/or expertise supporting in the following areas:

 

  • Possess at least four (4) years management experience on similar government contracts or equivalent projects.

 

  • Possess a Project Management Professional (PMP), Program Management Professional (PgMP) certification or a management-focused bachelor’s degree.

 

  • Demonstrated experience applying DOD/Army plans, policies, standards, and methods aimed at the acquisition and support of military systems.

 

  • Demonstrated experience and knowledge of the Army’s three training domains – institutional, operational, and self-development.

 

  • Demonstrated knowledge of Army Regulation 350-1, US Army Training And Doctrine Command (TRADOC) Regulation 350-70, and TRADOC Pamphlets 350-70-X.

 

  • Demonstrated experience managing and controlling schedules and cost to provide on time, within budget, performance of all aspects of the contractual effort.

 

  • Demonstrated experience with working with Status of Forces Agreements and Letters of Agreement for contractors working overseas.

 

 

 

Security Clearance Requirement:

 

  • Active DoD Secret clearance.

 

Certifications:

 

  • Possess a Project Management Professional (PMP), Program Management Professional (PgMP) certification or a management-focused bachelor’s degree.

 

 

Education: Management focused- bachelor’s degree (preferred)
