Under the DOI’s Interior Business Center (IBC), The Personnel and Payroll Systems Division (PPSD) is responsible for designing, developing, implementing, supporting, and maintaining many administrative computer systems that are used by Federal government clients. The Federal Personnel and Payroll System (FPPS) is PPSD’s state-of-the-art personnel and payroll system that interfaces with many other Government computer systems.  FPPS services almost 300,000 users in numerous Federal agencies and commissions.  FPPS is written in Software AG’s Natural legacy programming language; the database is ADABAS. Software AG’s NaturalOne programming interface is also being used for specific FPPS-related projects. FPPS’s ADABAS is written in NATURAL, a fourth-generation programming language.

As a DBA, he/she will be a part of the ADABAS and Oracle technical team within the PPSD and its sub departmental branch, the Technology Systems Management Branch (TSMB), to assist in the design and maintenance of both ADABAS and Oracle databases.

POSITION DESCRIPTION (Duties and Responsibilities):


  • With some supervision serves as a member of the Database group who maintain existing ADABAS database environments (utilities, query packages, application and system security, job control language, operating procedures, application tuning, software release control, stress testing, prototypes, system software upgrades, and application software upgrades)
  • Serves as a senior information technology specialist in the design, development, adaptation, and implementation of the Federal Personnel and Payroll System (FPPS)
  • Designs and creates internal program structures of files and records and appropriate database components and determines detail sequence of actions in program/database logic
  • Integrates supporting software packages into FPPS
  • Analyzes specifications and designs appropriate subsystems/components for integration within the overall system
  • Prepares Database related technical program specifications based on the requirements and investigates feasibility of alternate design approaches
  • Develops prototype subsystems, application development tools, and DBMS tools.



  • Also serves as the application Oracle DBA supporting Oracle Applications operating in Unix/Linux environments, performing research and support for multiple development and production environments which include: support Oracle Workflow and supporting infrastructure, Oracle Portal, Application Desktop tier, and HTTP server
  • Serves as a member of the Database group who maintain existing Oracle database environments (maintenance, monitoring, performance tuning, patch management, and backup and recovery of databases, Oracle Application tools, query packages, application and database security, UNIX scripts, operation procedures, software release control, and stress testing support)
  • Provide support for prospective customers and customer implementations
  • Assures that all applicable supporting documentation and files/programs are developed
  • Ensures Branch-established methodologies and standards are being followed within the Branch to meet Division goals
  • Provides technical assistance to all members of the Branch, and technical database guidance to Personnel and Payroll Systems Division programming staff



  • Knowledge of Payroll/Personnel Systems helpful but not required
  • Knowledge of Natural ADABAS database environment
  • Knowledge of Oracle database environment
  • Knowledge of IBM Mainframe/Z/OS environment
  • Knowledge of Legacy waterfall methodology
  • Ability to work in team-oriented environment
  • Interpersonal and communication skills, to navigate and manage customer expectations


EDUCATION (Minimum Requirements):

  • Bachelor’s Degree and/or 5 years of experience
