Under the DOI’s Interior Business Center (IBC), the System’s Migration and Services Division (SMSD) is responsible for client migration services, converting federal government client’s systems into IBC’s Federal Personnel and Payroll System (FPPS) environment. FPPS is a state-of-the-art personnel and payroll system that interfaces with many other Government computer systems. The system services almost 300,000 users in numerous Federal agencies and commissions.  FPPS is written in Software AG’s Natural legacy programming language; the database is ADABAS. 

He/She will be responsible for the conversion and migration of current legacy client systems into the FPPS environment. Position details are listed below.

POSITION DESCRIPTION (Duties and Responsibilities):

  • Under general direction, serve as the technical expert for the conversion and migration of customer data from their existing legacy system to DOI/IBC’s FPPS
  • From functional analysis and data requirements, develop diagrams, flowcharts, and other means to accurately document data conversion processes
  • Perform new client data analysis, data mapping, and application system integration
  • Develop and maintain automated compare processes and data mapping configurations into operational programs
  • Test, debug, and refine computer software to produce the desired results
  • Develop and maintain procedures used to produce output to be used by functional personnel
  • Assist in the technical evaluation of the effectiveness and efficiency of new techniques and of existing operating procedures
  • Coordinate project tasks, updating project management plans, creating management reports and statistical analyses, and coordinating with various DOI/IBC divisions in planning and risk management


  • Knowledge of Payroll/Personnel Systems helpful but not required
  • Software AG’s Natural Programming and Design work
  • Has worked in a prior IBM Mainframe/Z/OS environment
  • Knowledge of IBM Utilities, JCL, Microsoft Office tools, and Hyperion/Oracle
  • Prior knowledge of client or data conversion processes
  • Knowledge of Testing Procedures
  • Knowledge of Legacy waterfall methodology
  • Ability to work in team-oriented environment
  • Interpersonal and communication skills, to navigate and manage customer expectations

Education (Minimum Requirements):

  • Bachelor’s Degree and/or 10 years of experience
