The Elizabeth Glaser Paediatric AIDS Foundation (EGPAF) is a recognized global leader in the fight against HIV/AIDS. In its work to eliminate paediatric AIDS through research, advocacy, and prevention and treatment programs, EGPAF currently supports national, district, and local governments, facilities, communities, and non-governmental partners in 15 countries. EGPAF supports service provision for comprehensive HIV care, treatment and prevention programs, and health systems strengthening. EGPAF has worked in Malawi since 2001. Today, EGPAF Malawi implements evidence‐based HIV prevention, care and treatment interventions in 179 health facilities in eight districts through EGPAF’s U.S. President’s Emergency Plan for AIDS Relief/U.S. Centers for Disease Control and Prevention (PEPFAR/CDC) ‐ funded Achieving HIV Epidemic Control through Scaling Up Quality Testing, Care and Treatment in Malawi. Under the scope of HIV services in Malawi, EGPAF will provide Project Leadership to strengthen health informatics systems (HIS) at the facility and central levels to improve the quality, integration, and effectiveness of service delivery across care points within Malawi in collaboration with other implementing partners, Ministry of Health, and other organizations. This program will build on national electronic HIS infrastructure by providing reliable data sources for both national reporting and a reliable National Health Data Repository. Currently five key elements/investments comprise the HIS for PEPFAR HIV services in Malawi, 193 facilities with an established point of care system, 517 back data entry stations, a Vital Statistics Unit, Lab Information and Management System (LIMS) and a Central Data Repository. The four elements are in various stages of development, implementation and integration.

Summary of the Position:
The Health Informatics Systems – Project Director will lead the development of a strategy and pathway for PEPFAR HIS improvements, and integration with MOH HIS vision and structures. The PD will lead oversight of the teams and institutions developing, implementing and integrating the various systems in order to improve the availability of timely and accurate data for patient care, for controlling HIV epidemic and to improve access to data to inform program delivery by Ministry of Health and Implementing Partners.
The Program Director is part of the Country Senior Management Team.
- Identify and ensure HIS is responsive to the needs of multiple stakeholders in the delivery of HIV services
- Ensure PEPFAR investments are responsive to E-Government and MOH governance structures (Dept. of HIV / AIDs, Quality Management and Digital Health, Central Monitoring and Evaluation Dept. and the Ministry of ICT
- Oversees a Technical Advisor to MOH to ensure project is responsive to the shifting landscape in Digital Health and E Govt
- Ensure regular communication and feedback to all stakeholders
- Ensure work plans, budgets and institutional capacities are aligned and managed to deliver scope on time with high quality in compliance with Ministry, Donor and EGPAF policies
- Manages sub-awards and sub-contractors to ensure effective scope and delivery of expected goals
- Oversees an operations unit supporting all logistical and financial needs of the HIS program
- Provide technical leadership and support during the planning, design, review and implementation of new elements or improvements on Health Information Systems which include point of care applications, back data entry of records, vital statistics and surveillance
- Provides oversight to the Lead Developer and the software development team tasked with
- Leads in the solicitation and provision of input for Product Development Leads with requirements gathering, business analysis and documentation of Health Management Information Systems, Laboratory Information systems, Disease Surveillance Systems and Health Information Mediators.
- Identify and document potential risks during the planning, design, review and implementation of Health Information Systems or any of their components.
- Ensure testing and quality assurance protocols on all components of a Health Information System are effectively conducted.
- Leads on design and development of systems for data interoperability, like data standardization and data sharing agreements.
- Develop and ensure that information security principles and best practices are adhered to and implemented during the software design, development and implementation process.
- Ensure the systems are integrated and inter operable.
- Ensures the systems are structured to provide support and troubleshooting during installation and maintenance of any Health Information System components.
Data Use for Decision Making
- Ensure the systems generate data in accessible formats to inform program and service delivery for clinics, district leadership, MOH, PEPFAR and Care and Treatment Partners. Oversees a Data Analytics Team seconded to the Ministry.
- 7 years and above of continuous management experience, 5 of which must be at senior level managing Health Information/Informatics Systems, significant senior management experience and skilled in project management, office management, team leadership, budget management etc.
- Master degree in Computer Science, Health information Systems and Health informatics or in related fields.
- Experience leading and managing a complex and integrated project.
Required Knowledge, Skills and Abilities:
- Experience in Health informatics Systems including OpenMRS
- Experience in establishing and sustaining working relationships with Ministries
- Experience with health management teams, and working knowledge of HIV / ART
- Ability to work with limited supervision
- Excellent communication, interpersonal, writing

Required languages: Fluency in spoken and written English.
